Ohio House Republicans again seek to allow any deadly weapon to be carried concealed without a permit - cleveland.com

COLUMBUS, Ohio -- New legislation from Ohio House Republicans would allow anyone age 21 or older in the state to carry any deadly concealed weapon without a permit.

House Bill 505, introduced Tuesday by 14 House Republicans, comes weeks after the GOP-dominated chamber passed separate legislation, House Bill 227, allowing people in Ohio to carry concealed firearms without a license. HB227 is now under consideration in the Ohio Senate.

HB505 mirrors the original version of HB227, which was amended during the committee process to only apply to concealed handguns, not all deadly weapons. This new bill marks another attempt to pass the initial, broader legislation.

Ohio law defines a “deadly weapon” as “any instrument, device, or thing capable of inflicting death, and designed or specially adapted for use as a weapon, or possessed, carried, or used as a weapon.”

Though no permits would be needed to carry deadly weapons concealed, HB505 would still allow Ohioans to obtain concealed-weapons licenses so they could legally carry those weapons concealed in other states that have reciprocity agreements with Ohio.

Both HB505 and HB227 would also no longer require motorists to tell law enforcement about concealed handguns in their vehicles unless they’re asked.

Right now, drivers who fail to pre-emptively notify an officer in Ohio that they have a gun with them face a first-degree misdemeanor, punishable by up to six months in jail, a $1,000 fine, and suspension of their concealed-handgun license. Both bills, if enacted, would eliminate that penalty.

It’s unclear whether HB505 will pass, given that HB227 was scaled back. The legislation is sponsored by state Reps. Diane Grendell of Geauga County and Jennifer Gross of Butler County.

Last month, the Ohio House also passed a bill loosening training requirements for teachers to carry a gun on school grounds. In recent years, the Ohio General Assembly has also passed several other measures to loosen requirements on concealed firearms, including allowing military service members and veterans to carry without a permit and removing the state’s ban on conceal-carry on college campuses and several other locations.

Legislative Democrats have generally opposed bills to loosen the state’s gun-control laws, arguing they make Ohioans less safe.
