LOUISVILLE, Ky. — The victor of the contentious Kentucky Democratic Senate primary will not be crowned Tuesday evening.

According to Secretary of State Michael Adams, most of the commonwealth's 120 counties have decided to wait until June 30 — the state's deadline one week from now — to release their full results.

Some counties, though, are expected to release partial totals — from today's in-person vote — not including absentee ballots.

"My office is going to be transparent tonight. Whatever information that we receive from counties, we're going to provide to media and to the public," Adams said Tuesday morning. "That said, most of our counties have decided as a matter of local policy that they're going to hold results until June 30 and then announce them. And then we'll make that available."

As a result of a bipartisan effort by Adams, a Republican, and Kentucky Democratic Gov. Andy Beshear, all registered voters had the option to request and vote by an absentee ballot during this year's primary elections.

All ballots must be postmarked by today and received by Saturday for them to count. And with a potentially large influx of absentee ballots — Jefferson County sent out more than 218,000 and had more than 96,000 returned by Monday — still to come, some counties thought it would be best not to release partial results.

"We won't have any returns the night of the election, simply because we won't have all of the ballots to be able to do it," Jefferson County Clerk Bobbie Holsclaw said during a press briefing earlier this month.

And in Fayette County, clerk Don Blevins Jr. told The Courier Journal last week that experienced people from Colorado, which shifted to universal mail elections in 2014, advised that 25% to 40% of absentee ballots will not arrive until the week of the election.

"I think it's incredibly misleading to do partial results along the way," Blevins said. "The public won't understand what they're seeing. So, I would like just to wait until the day it is due, which is (June) 30." 

Across the commonwealth, more than 883,000 ballots were requested, and more than 452,000 were sent in by Monday afternoon, Beshear said during a press briefing.
