The commission established a moratorium to increase the number of permits issued from one every 30 days to five until September 30, a date which can be extended if needed.
The move, Jade Presents stated, would allow the company to book more acts featuring local artists who would be willing to perform in Fargo. Jade Presents canceled numerous events in May, June and July due to the coronavirus pandemic, many of which featured national touring artists.
“Our business is incredibly challenging,” Jade Nielsen said to the commission. “We’re not ultimately sure if we’re going to be doing any nationally-touring artists until 2021.”
The moratorium will allow Jade Presents to book local artists to fill their calendar and make up for lost revenue. Jade Presents reported that up to last week it had sold nearly 2,000 tickets for May, June and July events which will need to be refunded.
“The request of five was just a ballpark,” Nielsen said, adding that two or three events would be more likely.
Drive-By Truckers is slated to perform on the Fargo Brewing Company’s outdoor stage, located at the intersection of 10th Street North and 7th Avenue North, on July 21. The outdoor venue will allow attendees to more easily engage in social distancing and for organizers to plan in accordance with the state’s Smart Restart guidelines. Jade Presents will also consider other locations for all-ages events.
Jade Presents will also host 701 Day Wednesday, July 1, a free event for the public with live performances and concessions.
In other business, the commission unanimously approved a pair of 17-year, no-cost payment in lieu of tax exemptions for the construction of Elliott Place Four and Elliott Place Nine, a pair of low-income housing projects for seniors.
The project would create 84 Americans with Disabilities Act compliant units available across both buildings at 4462 30th Avenue South.
The project aims to provide more options for seniors, particularly those on a fixed income, to move to or continue living in Fargo, Fargo Housing and Redevelopment Authority executive director G. Matthew Pike told the commission.
According to Pike, the waiting list for senior affordable housing is over 1,000 applicants long.
Low-income housing tax credits will allow FHRA to pay for approximately half of the $20.9 million cost of the project, according to an analysis presented to the commission.
