Santa Clara County plans to allow the resumption of “many activities” currently barred under its shelter-in-place order as early as next week, even as it faces a rise in new coronavirus cases and hospitalizations.

Dr. Sara Cody will release new guidelines to “mark the beginning of a new phase,” she said Friday — specifically, the reopening of more businesses and activities with social distancing and safety protocols.

“As we finalize our next steps, we must also acknowledge the reality that many of the businesses and activities that remain closed in our county are now open elsewhere, and our residents and businesses owners are anxious for many of these activities to resume here as well,” Cody said. “But we must also ensure that when people engage in these activities, here and in surrounding communities, they are doing so as safely as possible and with proper guardrails in place.”

The new order is expected mid-week, with changes taking effect a few days later so businesses have time to prepare.

Earlier this week, Santa Clara County was added to the state’s monitoring list after a recent uptick in hospitalizations. The county has not sought a variance to move faster than the state; the extent of next week’s order is not yet clear.

Despite the loosening of restrictions, “many high-risk activities simply cannot safely resume here or elsewhere anytime soon,” Cody said.

The move comes as two other Bay Area counties reconsidered their own reopening strategies in light of rising case and hospitalization numbers. San Francisco had anticipated reopening outdoor bars and barbershops starting Monday as part of a variance, but said Friday it had scrapped those plans. Contra Costa County has likewise walked back its decision to move ahead faster than the state within the next few weeks.

Cody has shouldered criticism over the last few months for not reopening some sectors of the economy faster, including personal threats and a protest outside her home.
