The Interior Department is moving ahead with a plan to allow threatened Mojave desert tortoises to be killed or moved to make way for houses and a highway through a national conservation area in Utah.
The U.S. Fish and Wildlife Service and Bureau of Land Management plan to grant an application from Washington County, Utah, officials for a right-of-way through the BLM-managed Red Cliffs National Conservation Area is detailed in a Federal Register notice scheduled for publication Friday.
