Hempfield supervisors approved a liquor license transfer this week that will bring beer and wine to the BP gas station and convenience store along Route 136.
Supervisors unanimously approved the request from Par Mar Oil Company to transfer the license from a location in Murrysville. Par Mar Oil Company, the entity that owns the Hempfield gas station, owns several other gas stations, fast food restaurants and liquor stores across Pennsylvania, West Virginia and Ohio.
Approval of the transfer was a preliminary step “because if we succeed here then we know it’s worthwhile to tear that building down and build a new one,” said Michael Hudock, an Oakmont-based attorney representing the company for the liquor license transfer.
Plans for the site, located at 4613 Route 136, call for the demolition of the current building and the construction of a larger store.
The new store will feature a beer cooler as well as a section for wine.
Because of the nature of the liquor license, the liquor control board requires there be 30 seats within the premises. Officials do not expect the seats will be used often. Hudock noted the site will not operate as a restaurant and bar, but officials also cannot stop customers from drinking alcoholic beverages at the location.
Robert Monahan, general council for Par Mar, said the company has a two drink consumption maximum, which has never had to be enforced at other locations.
Alcohol at the location would be sold between 7 a.m. and 9 p.m. Monday through Friday and 9 a.m. to 9 p.m. Saturday and Sunday.
Hudock noted that Par Mar has two similar locations operating in Pennsylvania with a third that was approved in Somerset County.
“This isn’t an organization that’s coming to you that doesn’t know what it means to operate with a liquor license and what it means to be compliant,” Hudock said.
Employees at the location will undergo training that will help them to identify visibly intoxicated customers and how to properly ID patrons.
Officials must now submit an application with the liquor control board.
In addition, Par Mar officials will be required to go back to the township for required permits and approvals before beginning construction.
Monahan said he expects the project to be complete by 2023.
