Many local results from Tuesday's primary election in Georgia still aren't available after a day filled with confusion as new voting equipment debuted across the state and a record number of mail-in ballots poured in.

Election results were spotty on the website of Georgia Secretary of State Brad Raffensperger, with totals listed for some counties but not others. Some, including Columbia County, had totals listed even though the site stated that they had zero precincts reporting.

Gabriel Sterling, who's handling implementation of the new voting system, said delays were not surprising.

“Due to the nature of this election, we have said multiple times that election results will take time to receive, validate, and post,” he said in a Wednesday morning statement. “Voting in a pandemic has posed a variety issues for the elections officials as well as the voters. We look forward to sharing full results.”

Things ran more smoothly in South Carolina, with results apparently being reported accurately.

GEORGIA

U.S. Senate: The Democratic Senate primary in Georgia is too early to call. In Georgia, candidates must win more than 50% of the vote to avoid a runoff. As of noon Wednesday, Jon Ossoff remained short of the 50% threshold. He had about 49% of the counted vote, far ahead of Teresa Tomlinson and Sarah Riggs Amico, who were separated by less than two percentage points in the race for the second spot in a potential runoff. Counties across Georgia are in the process of assessing what still remains to be counted, but an AP analysis based on absentee ballots requested and returned suggests there could be well over 100,000 votes remaining to be counted in the Atlanta metro area alone. The winner will challenge Republican U.S. Sen. David Perdue in November.

RICHMOND COUNTY (100% of precincts reporting)

• The Augusta Commission had three open seats to fill, and all appear headed toward a runoff. Sheriff Richard Roundtree easily beat challenger Randy Clewis. Coroner Mark Bowen also had a wide lead over his challenger. Full story: https://bit.ly/2MLYL6r
• Election board chief Lynn Bailey said late Tuesday that most ballots, 39,828, had been uploaded. She said all results from precincts and early voting were included in the totals on the state elections website. She said about 3,600 mail-in absentee ballots needed to be counted Wednesday morning. "At the conclusion of scanning the ballots cast during the June election ... we will then proceed with counting the ballots cast during the March election," she said in an email.

COLUMBIA COUNTY (incomplete results)

• Nancy Gay, county election board executive director, said her staff still needed to finish uploading absentee ballots that were cast ahead of the earlier scheduled date of the primary in March. She said there was a programming issue with memory cards requiring that the ballots be scanned again. She said that despite some mistakes and glitches dealing with the new equipment, this election was the learning curve from which her staff will improve future performance.
• The Georgia elections website lists vote totals for Columbia County, yet states that zero precincts are reporting. Between that discrepancy and the fact that Gay said some absentee votes still needed to be uploaded, it was unclear how many votes were still out at midday. However, we're listing below what the state website shows.

BURKE COUNTY (incomplete results)

• No results at all were available through the state elections website, which listed Burke County as "not participating." However, Burke County Sheriff’s Office Chief Deputy Lewis Blanchard reported that with all precincts counted, all early in-person votes counted and 1,000 of approximately 3,000 mail-in votes counted, the sheriff’s race had Xavier Wimberly with 94 votes, Wayne Scott with 327 votes and incumbent Alfonzo Williams with 2,244 votes. Blanchard said the 2,000 remaining absentee ballots would be counted Wednesday morning.

SOUTH CAROLINA
