As Gov. Tom Wolf considers future mitigation strategies to curb the increase of COVID-19 cases in Pennsylvania, history tells us he is willing to completely close Pennsylvania Liquor Control Board stores and distilled spirits access in the commonwealth. When Gov. Wolf made the decision to shutter all PLCB stores in March, consumers were forced to drive cross-border to make purchases. In fact, the bordering states of Ohio and West Virginia urged Pennsylvanians not to drive cross-border to purchase their favorite distilled spirits products.

Due to the closures, PLCB stores lost more than $300 million in revenue. Now, Pennsylvania faces a $5 billion budget deficit as a result of the pandemic. While we do not believe Gov. Wolf should completely close PLCB stores again, if he considers this option, he should allow other stores to carry distilled spirits.

Allowing certain r-licenses, which already sell beer and wine, to sell distilled spirits is one solution that can help combat the commonwealth’s deficit, maintain access and protect consumer safety. Additionally, this move does nothing to harm the current PLCB structure while providing business-saving revenue to restaurants that have been devastated by the pandemic. This commonsense solution can save Pennsylvania businesses and support a decimated hospitality industry while providing consumer convenience and a steady source of tax revenue.

We urge the legislature and Gov. Wolf to allow r-licenses to sell distilled spirits.
