
MADISON, Wis. (WKBT) – The Wisconsin Public Service Commission voted unanimously Thursday to allow utilities to resume disconnecting service for nonpayment when the annual winter moratorium ends on April 15.
The action follows a moratorium preventing utilities from disconnecting services during the COVID-19 pandemic. Since the end of October, the weekly average of COVID-19 cases has decreased by more than 90%.
Customers who are behind on payment are encouraged to arrange payment plans with their utility providers and seek assistance before the moratorium ends.
“Our challenge during this pandemic has been to balance public health with the ability of utilities to continue to provide safe and reliable service,” said PSC Chairwoman Rebecca Cameron Valcq. “We are successfully doing that.”
The PSC met on March 24, 2020, and ordered utilities to maintain service to customers during the pandemic instead of allowing summer shutoffs.
At that same time, the PSC provided financial support for utilities to ensure they could remain financially healthy to enable the continued delivery of safe and reliable gas, electric and water service.
Throughout the summer and early fall, the PSC met several times to review its decision in light of the pandemic’s status. It voted 2-1 in October to extend the disconnection moratorium for residential utility customers through the end of the annual winter moratorium from Nov, 1 through April 15.
People who need help can apply to Wisconsin Home Energy Assistance Program or by phone at (800) 506-5596. They also can go to the state’s website to find out where to apply in person or call (866) HEATWIS.
Utilities are required to offer a Deferred Payment Agreement to residential customers who cannot pay an outstanding bill in full. Customers who cannot reach a payment agreement can contact the PSC by calling (800) 225-7729 or by filing a complaint on the PSC website.
