Oroville council will allow businesses to operate outdoors - Chico Enterprise-Record

OROVILLE — Businesses in Oroville may now run their operations outdoors in zones that were previously inaccessible, the Oroville City Council decided at its meeting Tuesday night.

The plan, which passed by a unanimous vote, was in response to state restrictions on how businesses can provide goods and services to the public because of COVID-19.

“It allows businesses to move outside of their normal walls,” city manager Bill LaGrone said.

Temporary use permits will be issued to business that want them. This relief plan is temporary and requires a bit from business owners. They must follow the governor’s executive order regarding sanitation, mask-wearing and social distancing. They can operate businesses in the public right of way, including such spots as sidewalks and parking lots. They will be held liable for any accidents that take place.

This is mainly in response to the rollback of Stage 2 of the reopening process. There will be a $240,000 charge to the city if the governor’s executive orders are not followed.

The permit will be good for 60 days, but no longer than the declared state of emergency. If, say, a vaccine is suddenly concocted, the permit will immediately expire. This move is not limited to restaurants.

Other city council news

All of the following items were also unanimously approved by the Oroville City Council:

  • Adoption of the side letter agreement between the City of Oroville and the Oroville City Employees Association.
  • Authorization for the city engineer and financial director to submit a list of prioritized roads and streets for rehabilitation.
  • Approval of an application to the Department of Housing and Community Development for $685,255 over five years for the Permanent Local Housing Allocation Grant program. This is to streamline housing approvals, accelerate housing production and direct staff to implement the grant if awarded.
  • Ratification of minor amendments to the 2017 ground lease agreements with Graphic Packaging, Inc, and Vista La Messa LLC. for 20.15 acres of land used by the former at 525 Airport Parkway. The property is leased for non-aeronautical use.
  • A resolution to establish the annual special tax for The Community Facilities District No. 2006-1 (Westside Public Safety Facilities) and District No. 2006-2 (Public Safety Services) for the fiscal year.
  • Approval of the Annual Assessment Report which will order the levy and collection of assessments for the Oroville Consolidated Landscaping and Lighting Maintenance Assessment District and the Oroville Consolidated Benefit Assessment District for the fiscal year. Also the authorization of the Proposition 218 Certificate for the inclusion of the 2020-21 Butte County Tax Roll and to make all necessary budget adjustments to the report.

As part of regular business, it was decided that sewer service charges should be levied on the 2020-21 tax roll. It was also decided that Janet Goodson will be the sole councilor to attend the League of California Cities Annual Conference digitally.

Both Mayor Chuck Reynolds and Goodson have attended before.

“I would not vote for one dime to go toward this,” Reynolds said. “It was radically political, very one-sided.”

Goodson felt differently.

“I felt it was extremely informational,” Goodson said.
